Eamonn has deep experience in project finance, with an emphasis on public transport. He has advised many statutory agencies and private sector companies in relation to PPP and other projects. He also handles more general banking and financial work, including secured and structured lending, for a variety of financial institutions.

He has advised across a range of sectors, including roads, rail, waste, energy, renewables and technology. As an experienced projects and banking lawyer, Eamonn brings particular capability and a proven history in terms of managing and delivering projects with diverse strands and inputs through to completion.

He is also recognised as a leading adviser in relation to legal issues affecting public entities, having advised a range of statutory agencies.

  • Dublin City Council on the Dublin Waste to Energy Project.
  • National Transport Authority on various projects, including rural transport, regulatory reform and contract procurements.
  • Road Safety Authority on a range of matters, including in relation to NCTS and commercial vehicle testing programme.
  • Transport Infrastructure Ireland on a range of issues including developing legal frameworks to implement tolling inter-operability; acting on and reaching financial completion on various PPP road schemes, advising on statutory frameworks and requirements; advising on the VAT status of certain tolls, including on the appeal to the Court of Justice of the European Union.
