Barbara is a solicitor qualified in Ireland, England & Wales. She is also a member of the Brussels Bar. She has a multi-jurisdictional practice advising on EU and national procurement law (public and utilities sectors), and its application to major projects and contracts. She has a wide client base reflecting the players involved in procurement - public authorities, utilities, contractors, trade associations.

Key highlights include advising:

  • As Procurement Law Compliance Auditor on a number of major infrastructure projects in the UK nuclear sector.
  • A number of Irish contractors (Sisk, SIAC and Roadbridge), which were involved in litigation in Poland relating to the procurement and management of contracts for the construction of motorways by GDDKIA, the Polish national roads authority. Assistance included identifying potential breaches of EU law (funding, procurement, state aid, etc), submitting a formal Complaint for breaches of EU law on the part of GDDKIA, to the European Commission (DGs MARKT, REGIO, TREN), liaising with a number of European institutions (the European Commission, the European Parliament, FIEC (European Construction Industry Federation), the European Investment Bank).
  • TII on a number of innovative procurement processes including the establishment of a dynamic purchasing system (DPS), for the procurement of professional services.
  • The CIF on procurement law generally including the impact of the Procurement Directives and the compliance of Irish government policy with EU procurement law.
  • Representing clients to the European Commission in a number of important cases which resulted in formal infringement procedures and significant judgements of the Court of Justice of the European Union.
