Liane has considerable experience and knowledge in advising on large public infrastructure projects and project finance. In particular, she has significant experience in advising statutory agencies in the transportation sector. Liane also advises financial institutions on structured lending transactions.

Liane has a proven history in managing and delivering large public infrastructure projects and procurement competitions to successful completion.

Liane regularly advises on public law matters and has particular expertise of the applicable legislative and regulatory framework which govern various statutory bodies.

Key highlights include advising:

  • Transport Infrastructure Ireland on a range of issues including developing contractual frameworks for the reprocurement of a number of its key contracts relating to its light rail business, advising on all matters relating to its PPP road schemes and advising on its statutory functions and related regulatory matters, including in relation to tolling.
  • National Transport Authority on various matters including the procurement of a number of new public service obligation bus routes and direct award bus routes, regulatory matters in relation to taxis and developing the contractual frameworks for the implementation of the ‘Connecting Ireland” rural transport plan.
  • Road Safety Authority on a range of areas including the exercising of its statutory rights, entitlements and discretions in connection with applicable statutory regimes and developing the contractual framework for its key contracts relating to Commercial Vehicle Roadworthiness Testing and the National Car Testing Service.
  • Various domestic and European financial institutions on structured lending transactions and corporate financing of large infrastructure projects.
  • Various statutory bodies on the development of district heating in Dublin.
