Emma Hinds has considerable experience in public procurement law, advising both public and private sector clients on all aspects of procurement processes. Emma’s advisory work encompasses the full lifecycle of procurement, from the initial structuring of competitions and preparation of tender documents, through to contract execution and post-award issues.

Emma’s contentious experience includes defending procurement challenges in the High Court and Commercial Court.

Key highlights include advising:

  • Central Bank of Ireland on several procurements, including a number of interrelated procurements for construction consultants required for the development of a new cash centre and on the procurement of two large technology contracts;
  • advising the National Transport Authority on a large variety of public procurement matters, from procurement advisory work on large scale projects to ad hoc advice on discrete issues;
  • advising TII on a variety of procurement law issues on an ongoing basis;
  • advising the NTMA on procurement law issues on an ongoing basis;
  • advising daa plc on a number of procurements and public law matters, including the procurement of concessions contracts for Dublin airport’s food and beverage offering. Emma has also advised daa plc in a procurement challenge in the High Court; and
  • advising CIÉ on a number of procurements and ad hoc matters, including the procurement of investment services and the most recently the procurement of a Signal, Electrical and Telecoms contract.
